How to set: do not open new window on cli start? #36122

Currently, with stock configurations:

with zed not running
in terminal, type zed . to open current directory in zed
zed opens current dir, but also open a new window with an empty untitled file

how to not have that window show, only open the cwd from cli? tried restore_on_startup but does not seem to help. Thanks!
