Allow to specify a commands, that should be skipped by focused Terminal

Allow to skip commands when the Terminal is focused.
For example, prevent interception of the "Open right panel" command on pressing "Ctrl-B" when Terminal is focused.
VSCode setting: terminal.integrated.commandsToSkipShell

For the Ctrl-B shortcut found, that it might be solved by deleting "Workspace" context for the corresponding keybinding.
So, probably this suggestion is not relevant
