Add Slovenian language translation to the app

Needs someone or yourself to translate the resource file https://github.com/zufuliu/notepad4/blob/main/src/Notepad4.rc and https://github.com/zufuliu/notepad4/blob/main/matepath/src/matepath.rc, see https://github.com/zufuliu/notepad4/wiki/Localization. if you are planning to translate these files yourself, I can copy them into https://github.com/zufuliu/notepad4/tree/main/locale folder (by running https://github.com/zufuliu/notepad4/tree/main/locale/Locale.py).

I can translate them, but it will take some time since I am currently translating many projects, including the ones on Crowdin and Weblate, but yeah, I can do it.
