Buggy notification

The code that resets the notification counts does not seem to be working as discussed here - https://chat.zulip.org/#narrow/stream/16-desktop/topic/buggy.20notification/near/827787

The desktop app icon always has a 'phantom' notification even if there are no new messages.

This issue seems really important, just because it produces highly visible incorrect behavior (on Windows only, it sounds like).
