If you send a message to some channel where you @-mention someone, but they're not subscribed to the channel, they won't get notified (because they're not there to see the message).
This can be a bad experience if you expected them to see the message. (E.g., #feedback > User Experience Around Channel Subscriptions @ 💬.) So on web when you do this we show a little warning banner at the top of the compose box:

It has a button to subscribe the person. You can also ignore the banner (or explicitly dismiss it).
The banner doesn't appear if you make a silent @-mention, since by definition those don't notify the person anyway.
