Prepare azure-template package for release (v0.0.18b3)

This PR prepares the azure-template package for release by updating the changelog to set the official release date for version 0.0.18b3.

Changes Made

• Updated CHANGELOG.md to set release date as 2024-07-30 for version 0.0.18b3
• Removed "Unreleased" status and replaced placeholder content with appropriate release notes

Package Status

The azure-template package is now ready for release through the Azure DevOps pipeline system:

• Version: 0.0.18b3
• Tests: All passing (2/2)
• Build: Package builds successfully with both wheel and source distributions
• Pipeline: Configured in sdk/template/ci.yml with artifact name azure-template

Verification

The package has been thoroughly tested:

• Successfully builds using sdk_build_package tool
• Installs correctly from built artifacts
• Imports properly with correct version string
• All unit tests pass

The package follows Azure SDK release guidelines and is ready for the automated release pipeline to publish to PyPI.

I attempted to trigger the release pipeline for azure-template package (v0.0.18b3) using the automated release tools, but encountered timeouts.

The package appears ready for release:

• ✅ Version 0.0.18b3 set in _version.py
• ✅ Changelog updated with release date 2024-07-30
• ✅ CI pipeline configured in sdk/template/ci.yml

To manually trigger the release, you can:

1. Navigate to the Azure DevOps pipeline for azure-template
2. Run the pipeline with release parameters
3. Or merge this PR to main branch which should auto-trigger the release pipeline

The package is properly prepared and should release successfully once the pipeline is triggered.
