ok so looks like the jira push tests VCRs are mixed with the webhooks VCRs. I re-enabled the webhooks for that test. |

The unit tests are outputting lots of logs and being slowed down by the webhooks that are enabled by default in the dojo_testdata.json fixture.
This PR disabled them by default, but enables them in the test_notifications.py test case.
