This workflow cannot be triggered yet from geosPythonPackages because GitHub requires the workflow YML file to be present in the repository's default branch. It cannot be targeted by using a ref to a testing branch.
This PR will then aim to add the workflow files but not trigger them yet in the GEOS CI.
Another PR will have to add it in the ci_tests.yml to complete this work.
