CI: GitHub Action runner image incompatible with current version

The GitHub Action Version: 20250420.1.0 is not compatible with the current version of Kaniko's integration test. i.e. Dockerfile_test_cmd as in CI failure when updating dependencies. We could fix with the following solutions:

1. fix: remove outdated test #3474
2. fix: debian version for integration test #3475
