Adds argument and return types to all function signatures and uses (based)pyRight to check them. Having type annotations makes for a better editing experience.
Unfortunately, we cannot currently have the types in the API docs, mostly because
@overloaddecorators lead to rendering issues with Sphinx/MyST.
