Update UPP tag for new GEFSv12 ICEG variable

Description

This PR updates the UPP tag to gefs_v12.3.14 for a GEFSv12 upgrade. This updated tag adds the ICEG variable to the GEFSv12 products.

This PR will remain in draft until a UPP tag has been created.
