PD-7614 add /orcid-internal/account-recovery scope - #81

Adds a dedicated internal sub-scope for the LAAP account-recovery endpoints (PD-5872). Declared as a leaf so it is neither implied by nor implies /orcid-internal: clients holding the existing internal scope cannot reach account recovery, and the recovery client cannot reach the other internal endpoints. Bumps the artifact version to 4.0.1 so ORCID-Source can consume it.

/orcid-internal/account-recovery, for the two account-recovery endpoints being added toorcid-internal-apiunder PD-5872 (automating the lost-email account recovery workflow). This is the first of three repos in that change; ORCID-Source cannot be merged until this is released.
