[WIP] Feature/protection groups

Fixes #45

This change adds the ability to define groups which contain users and managers (a la #49).

Group managers are capable of adding or removing members from groups, such as a Captain of the Guard adding a guard to the guards group.

• Group type created.
• Groups added to HTMContainerLock
• Group condition added to KeyLock and PrivateLock
• Commands added to manage groups.

• Phrases (english only so far, I'll let translators come in when this is done.
