This PR migrates OptimizationBase.jl to become a sublibrary within Optimization.jl,
consolidating the optimization ecosystem into a single repository while maintaining
all existing functionality.

@ChrisRackauckas The OptimizationCache issue being pointed out in the CI has been fixed but this error occurs in the tests:

@ChrisRackauckas There are some version compatibility errors coming from SciMLOperators. But we aren't using SciMLOperators in our dependencies. How can we fix that ?

@ChrisRackauckas There has been some version bump in the parent repository which causes compatibility issues on this PR
