ENH: Subdivision dynamic modeler tool

We just need an icon for it, other than that it works fine

One detail, none of the subdivision filters on this dynamic modeler tool support meshes with non-manifold edges.

For example, the python console will print the text below in case the input model is non-manifold and there will be no Slicer crash
