This PR brings the common layout and components needed for the documentation pages:
All elements that need to appear on
spine.ioare stored in the temporary_hugo-themedirectory.The local preview site for the documentation is stored in the
_hugo-sitedirectory, which will not be accessible onspine.io.The code block styles will be added in the next PR.
