Following up #838, this fills up the services section with more policy definitions and adds a German alternative search engine to crawlers. I've tried to be as clean as possible. Should I have overlooked something or you want the format adjusted or stuff moved around let me know and I'm happy to do it.
Adds "data-mining", "seo", "security" and moves Uptime Robot to monitoring. The StatusCake definition is excessive with IPs but so is the list of IPs used by them. All CIDRs are optimised/aggregated as much as possible.
