Implementation of a dynamic vehicle color preset selection submenu within the main color menu. Also adding the use of the native prologue label for North Yankton license plate naming. Could be useful if the server owner wants to change the license plate names and overwrite the existing label. Small fix to the Custom RGB color submenu arrows label to better match the rest of the menu style.

This PR may cause issues with the saved color index of secondary colors. It appears to only affect higher index colors. (I was able to replicate it consistently with 28 (olive green) and higher. I recommend attempting to replicate and fixing if necessary |
