can give whl package for 0.3.16 for windows? #84

thundergbm-0.3.16-py3-none-any.whl just has 'so' library and can directly use in linux. Compiling a 'dll' for common user is a little hard work. please give a whl including 'dll' for 0.3.16 for windows, thank you.
