Switch AL2023 GPU AMI from legacy OCI hooks to CDI

Summary

Update Amazon Linux 2023 GPU AMI build script to use CDI for NVIDIA GPU support and native Docker runtime registration.
This should resolve #483

Implementation details

• Removed legacy OCI hooks.
• Ensured NVIDIA container runtime is set to CDI mode.
• The documentation (https://docs.aws.amazon.com/AmazonECS/latest/developerguide/ecs-gpu.html#gpu-considerations), has to be modified to point the user to run sudo nvidia-ctk cdi generate --output=/etc/cdi/nvidia.yaml && sudo systemctl restart docker via User Data.

Testing

New tests cover the changes: N/A
