Testing baselayer ran in 1m37s, version what's on main that took 2m51s. Quite the speedup! I'll try it out with SkyPortal tomorrow |

This is an attempt (and work in progress) to migrate to bun (for js deps) and uv (for python deps), to get things up and running much quicker.
