(#1232) Rework host-packages and deprecate Chocolatey.Server

Description Of Changes

• Rework of the "Host Packages Internally" page within the Features section of docs.chocolatey.org.
• Replacement of the configuration steps for setting up Chocolatey.Server with a deprecation notice detailing why we are deprecating it as well as next steps should any issues arise for users that rely on it.

Motivation and Context

The current page for "Hosting packages internally" had several options that were no longer available as well as options that were not consistently tested, which we believe should not be present within our documentation. One of these options is the now deprecated Chocolatey.Server, which is why it was removed from the "Host Packages Internally" page and the deprecation notice placed at its current link within docs.chocolatey.org. The left-hand navigation to the Chocolatey.Server page was also removed so that it would not be available directly, but anyone that has the link will see the deprecation notice.
