Add AI_POLICY.md describing how AI tools are used in this project's development workflow. The policy establishes the guiding principle that AI assists while humans decide — every pull request is reviewed by a human maintainer before merge, and all architectural, release, and triage decisions remain with maintainers. Reference the new policy from README.mkdn.
