Bump the project version to 0.3.9 and update several dependencies: androidx-activityCompose to 1.9.3, compose-plugin to 1.7.0, kotlin to 2.0.21, coroutines to 1.9.0, and mavenPublish plugin to 0.30.0. These updates enhance the stability and compatibility of the project.
