Summary

The current documentation for reflection does not indicate which managed apis directly utilize CurrentContextualReflectionContext. Notably, there was no breadcrumb anywhere that I could find where the behavior of CurrentContextualReflecitonContext and its applicability to DefineDynamicAssembly was present at all.

@gewarren I believe I've handled all your comments correctly. (I had to manually apply the changes in type.xml, since the suggestions were to adjacent lines.)
