Waiting for an update in an external library

Pull requests that update a dependency file

Used to indicate when a PR has been opened for review, but should not be merged, even if tests pass

Issues that anyone should be able to pick up and work on, don't need further discussion

Should be very easy to implement, in a couple lines or so
