Feat: cli

The idea with this CLI is to be able to convert Tailwind-supported libraries like shadcn/ui to Navita components.

Nothing here works as of yet - this is just a scaffold. Work on this will be sporadic. If you want to work on this - let me know, and I'll expand on the idea further.

• The build script also needs an overhaul, so it actually respects the shebangs.
