Implement peer-MSS based implementation

Description

This pull request includes:

1. Simple bug fix: corrected the byte offset when reading options in SYN packets.
2. Implement retrieving and storing the peer-MSS
3. Implement splitting packets based on peer-MSS before sending them.

Verification

• No errors during synthesis or runtime.
• Verified the changes using a Linux iperf example.
