Added a reusable `v3-deprecated-warning.html` template for standardized alert messages. Updated `input.css` to include alert styling classes for consistent visual design across help pages. Refs: freelawproject#5353

Updated the design of the REST API documentation page (\�2_rest-docs-vlatest.html\) to match the new design system.Updated styles and layout in v2_rest-docs-vlatest.html for consistency with the new design system.
Added a comment at the top of rest-docs-v3.html to warn maintainers about new version of this template.
