🦟 Bug fix

Part of #1656 and gazebo-tooling/release-tools#1503, unblocks #1700

Summary

The schema_test fails with new versions of xmllint that don't have a built-in HTTP client (see #1656). At @azeey's suggestion in #1656 (comment), this disables the test for now.
