Based on #1355
When CMake rewrite is merged, we'll probably need CI for CMake in addition to existing SCons one.
CMake IOS build currently disabled since it's not fully implemented in rewrite.
Needs some work with ccache (only linux double-precision caches succesfully), but it's really close to working config.
Also removes workaround that runs godot before running tests to generate
.godotfolder with (it seems like) more stable solution (implemented in #1355) that runs dummy export preset, which does the same job with equal amount of warnings, but no crash, and export exits fine.
