Hallmark (HAlide LLM Advanced Research Kit) is Halide-written execution engine for Gemini/Gemma models; it serves as a testbed for writing efficient ML kernels in Halide. It is incomplete and experimental at this point.

This PR adds apps/hallmark (HAlide LLM Advanced Research Kit): a Halide execution engine forGemma models. It is at a very early, experimental stage; at this time, it serves primarily as a testbed for writing efficient ML kernels in Halide.
