Update version to 1.8.0

What does this PR do?

This PR updates the version in Cargo.toml before the 1.8.0 release, as well as updating the references to the containers published under ghcr.io/huggingface/text-embeddings-inference from 1.7 to 1.8.

This release includes support for newer architectures such as Qwen3, as well as Dense module and Matryoshka Representation Learning (MRL) support, along with other bug fixes and improvements overall.

Hey @vrdn-23 thanks for mentioning those! As per the option of setting the --served-model-name we need to think about it, but let's discuss over that PR; and for the Ubuntu version bump to 24.04 it makes sense, but we need to carefully review it to make sure we're not breaking anything, but that will eventually land!
