Removes [tar](https://github.com/isaacs/node-tar). It's no longer used after updating ancestor dependencies [tar](https://github.com/isaacs/node-tar), [semantic-release](https://github.com/semantic-release/semantic-release) and [@semantic-release/git](https://github.com/semantic-release/git). These dependencies need to be updated together.
