This doesn't seem right. The definitions provided
__new_handlerare dummy and non-conformant. Perhaps we should rely on VCRuntime's functionalities.Uh oh!

Unfortunately that would increase the scope of this PR, which is why it exists in standalone form rather than with #14899

I currently think that this is a simpler way to resolving declaration mismatch. If we don't do so, perhaps we need to define
_CRTIMP2properly in some configuration header.The definitions provided in
libcxx/src/new_handler.cppdon't interact withoperator new/operator new[](and thus non-conforming), and merely let the library compile under some conditions.The proper implementations are expected to be provided by the underlying library (libsupc++, libc++abi, or VCRuntime, possibly along with some parts of MSVC STL).

@frederick-vs-ja Can't we bundle a fixme comment, or bundle a documentation commit to this PR?
When UCRT fixes this issue, this commit can be reverted.
Windows support for module usage is very important for module adoption, waiting for ucrt for this could really slow things down

Is it really a good idea to include UCRT's
<new.h>? MSVC STL has been avoiding<new.h>for a long while, at least since open-sourcing (see this). I think a cleaner way is to follow MSVC STL's strategy - including<vcruntime_new.h>and manually declaringnew_handler,set_new_handler, andget_new_handler.Uh oh!

I'm looking into the MSVC STL implementation to see how they're handling this issue.
I would rather find a solution for this specific problem and get it fixed than increase the scope this PR to include other parts of the code, that can be its own PR for later...

I've implemented something similar, it's not ready yet, I have to debug a problem with the handler not being called, once I figure it out I'll commit it here.
