Issue: AL-Go-Helper has grown significantly, and it currently isn't possible to emit telemetry from any the functions in AL-Go-Helper
Solution: Separate the logic for reading settings into a module.
Follow-up will be to leverage the telemetry in key functions in AL-Go-Helper.
