feat: Implementation Configurable Logging Control via Flag

Purpose

• This pull request introduces configurable logging levels for both the application and Azure SDK packages, making it easier to control log verbosity without code changes. Environment variables are now used to set these logging levels, and a new mechanism allows specifying which Azure packages should have their logging levels adjusted.
