Update from code changes: document editor comments panel

Summary

The editor now has a Comments panel, opened from the page's More options menu, that lists the current page's comments and suggestions in Open and Resolved lists with counts. The panel stays open while switching pages and supports replies, reactions, and resolving or reopening threads. Comment threads are now also available in source mode, where you can read, reply to, and resolve existing threads. Comment creation still uses the inline composer in visual mode, and existing role restrictions apply.

Changes

• Added a paragraph to /editor/collaborate explaining how to open the comments panel and what it shows.
• Noted that resolved threads remain available in the panel's Resolved list.
• Noted that comment threads appear in both visual and source mode, and that starting a new comment requires visual mode.
• Restored quickstart.mdx, which an unrelated commit on this branch had reduced to frontmatter only.
• Mirrored all collaborate changes into the es, fr, and zh translations.

Updates Collaborate in the editor docs (English plus es, fr, and zh) to match the new editor Comments panel and related comment behavior.

The Comments section now explains that threads work in visual and source mode (new comments still require visual mode), how to open the panel from More options → Comments, and that Open / Resolved lists include counts and support reply, reactions, resolve/reopen while persisting across page navigation. It also clarifies that resolved threads remain in the panel’s Resolved list after they leave the sidebar and page highlights.
