Add a Cypress example for reusing MSW handlers

Summary:

• add a standalone with-cypress workspace example that reuses MSW handlers through cy.intercept()
• add Jest coverage and a TypeScript check for the Cypress/MSW bridge
• document the example in the repo README and validate it in CI

Testing:

• pnpm test --filter with-cypress
• pnpm --filter with-cypress run test:types
