add A2S (Source Engine query) UDP handler - #199

Parse Valve A2S queries on udp/27015 (and via the generic udp peek) into command/request_type/query/challenge frames. Answer challenge-less A2S_INFO and PLAYER/RULES -1 with a 9-byte S2C_CHALLENGE so the scanner's follow-up is captured; never send info/player/rules data and never reply with more bytes than the request, so the sensor cannot amplify.
