feat: NGINX Instance Manager docker image builder updates

Proposed changes

Updated base images to Ubuntu 22.04, removed outdated optional security monitoring package.
Tested against NGINX Instance Manager 2.20.0 and NGINX App Protect Compiler v5.442.0
