Currently the default php.ini file is replaced by a new php.ini file, but the location for the file is PHP version specific and incorrect with PHP 7.0 (and presumably PHP 6.0). The copied file may also lack settings required by newer versions of PHP.

This fix edits the default php.ini file for the current installed PHP version to allow the file inclusion vulnerability to work with remote URLs, rather than overwriting the entire php.ini file.
