The PR here mostly replaces the manual instructions on https://github.com/osrf/buildfarmer/blob/main/osrfbuild_agent_docs/win_agents.md.
Note that the PR does not provide support out of the box for creating the agents but it tries to install all the development tools on Windows that an agent needs to compile Gazebo as it is done in the buildfarm.
The PR also adds a helper script to be run directly from powershell which install the base role. That is designed to help developers to quickly create a developer environment manually when needed.
