Minor DX improvements for contributors

Problem

Contributing docs contain outdated information. Instructions to run locally only address a single OS. There are some warnings about deprecated features while running goreleaser

Solution

The PR updates the docs and introduces a shell script to run the CLI locally in a consistent way regardless of the developer's OS. It also updates the goreleaser config to the newer format
