Configures the plugin to install both the MCP server and database skills in a single step–without duplicating the database skills in this repo.
Also adds a GitHub Action that checks weekly for updates to the skills package and creates a PR if there are changes. This step could be smarter, but I deliberately chose dumb and functional for now.
