allow setting another devfs ruleset #30031

Thanks for the amazing tool podman.
I'm using it on FreeBSD and after an hour of debugging the devfs mount ruleset I found that the ruleset was hardcoded to 4.
That happens on this line:

Would it be an idea to make the ruleset a variable that the operator can set? With a default of 4.
