fix for #265
Long time ago I used mdillon/postgis with no tag for specific postgis version.
I wrote my own docker image, and find official postgis/postgis.
SInce postgis 3+, breaking change for me because raster is not usable by default anymore.
I would like to use postgis/postgis image as before
