@cclauss understandably dropped #408 after hitting some thorny stuff. This also sidesteps upgrading test infra to handle specifically testing return-in-finally (cause it's not really worth it tbh), but merges the content of py310+ test files into the standard files, fixes config of toolings to target 310+, and more.
