Add deployment tests that verify our Debusine deployment satisfies the requirements of the packaging workflows: that workspaces, archive suites, workflow templates, and APT repository configuration are set up correctly and behave as the workflows depend on. The packaging workflows drive Debusine indirectly through the reusable workflow and the lib/ helper scripts, so the Debusine operations they perform are not otherwise exercised. These tests protect against configuration and deployment drift (access controls, workspace topology, suite and component names, repository visibility) that the workflows silently rely on. The suite covers the build phase across each suite/component combination and the publish phase across each build result / target workspace, validating the resulting APT repositories end to end.
