Add support for Note Template creation (FE)

Testing Instructions

1. Open any project and navigate to the "Notes" tab.
2. Click the "+ Create" dropdown and select "Create template".
3. Verify that you are redirected to the template editor.
4. Add a template title and content, then click "Save template".
5. Verify that the save modal opens with the template title prefilled.
6. Edit the title if needed and select an existing category.
7. To create a new category, type a category name that does not exist and select it.
8. Add a template description and click "Save template".
9. Verify that you are redirected back to the "Notes" tab.
10. Open the "+ Create" dropdown again and select "New from template".
11. Search for the template you created and verify that it appears.
12. Use the category filter and verify that the newly created category and template appear correctly.
13. Select the new template and verify that a note can be created from it.

I have verified the new note template feature, and it's working as expected.

Deployment has been completed. I verified the applicable test cases in production, and the issue appears to be resolved. I couldn't verify the remaining test cases because they require data entry or additional access permissions. However, the QA team had already tested the feature before deployment, and it passed QA. Therefore, I am closing this ticket.
